How can I get the same jeff40 file in form of ACE? Since the jeff40 database here isn’t the complete jeff40 database(including endf81), I hesitate to download the jeff40 database from the jeff website.

The problem and ask is not clear.
In MCNP I would use the ACE from here:
https://databank.io.oecd-nea.org/data/jeff/40/
In OpenMC I would use the HDF5 from here:
https://openmc.org/data/#jeff-4-0

My question is: regarding the JEFF database, aside from the format difference, is there any difference in the data between the two jeff40? I noticed on the OpenMC cross-section library website (as described in the screenshot in my initial question) that it states JEFF40 uses the photoatomic and atomic relaxation data from ENDF/B-VIII.1. However, it seems that this does not affect neutron transport calculations?
There shouldn’t be, but there could be differences; it would come down to testing the two.
Which I haven’t done and seemingly we have no data on.
- Photoatomic and Atomic Relaxation
- this is the photon XS, interaction of photons with atoms.
- e.g. .14p, .84p in MCNP
- it does not affect neutron transport
