As OpenMC transport neutrons only, could I calculate Peaking factor from kappa-fission tally?

The factor you would be calculating with kappa-fission is the peaking of recoverable energy production. As you alluded to, without consideration of photons, this would not be equivalent to the energy deposition power peaking factor. It may still be a useful quantity to you but there is no guarantee that the peak value will occur in the same location and it will almost surely be a different numerical value than the deposited power peaking.
