Uncomprehension in geometry.xml

Helle everyone, I m now trying to understand geometry.xml of BEAVRS. Here is the part of the sentence

<cell id="223" material="7" name="Instrument tube thimble support plane radial outer: Zircaloy 4" region="66" universe="31"/>
  <cell fill="30" id="224" name="Instrument tube axial stack axial 0: Instrument tube thimble" region="-1" universe="32"/>

For the first one, I totally understand. But for the second one, does “30” here refer to material=“30” ? if so, why i cant find it in material.xml ? if not, what does it refer to?
